PM Lee Hsien Loong dan PM Najib Razak bertemu dan bersetuju mengenai isu tanah KTM setelah meeting di Temasek.
Media Singapura, termasuk akhbar saya, menyatakan perjumpaan telah "settled" (menyelesaikan) isu pertukaran tanah, dan "agreed" (bersetuju) mengenainya.
Media Malaysia, menuruti laporan Bernama, yang fokus kepada ketidak-persetujuan mengenai development charge (bayaran yang dikenakan Singapura untuk membangunkan tanah).

Berita Harian Malaysia ada dua paragraf panjang saja laporan Bernama.
Utusan tak ada pun laporan mengenai KTM ni, pada 10.30malam ni.

Saya pernah komen isu ini dari perspektif Singapork pada Mei dulu. Dah tak larat nak panaskan isu ini lagi.
Saya harap kedua-dua negara dapat berbaik.

TANAH
Singapore dapat tanah stesen KTM di Tanjong Pagar, Kranji, Woodlands, Bukit Timah.
Malaysia dan Singapore akan bangunkan bersama empat parcel tanah di Marina South dan dua di Ophir-Rochor Road.
Saya ditunjuk peta tanah Marina South itu dan di Ophir-Rochor tadi.
Marina South ialah tanah tambak yang kini nak dibangunkan sebagai pusat kewangan baru Temasek - yang di Raffles Place dah penuh sesak.
Ia terletak betul-betul di tepi Stesen MRT Marina Bay.
Di pulau ni, tanah dan bangunan yang paling dekat dengan MRT adalah yang paling tinggi harganya.
Sama juga jika rumah kita di KL dekat dengan stesen LRT (asal jangan dekat sangat sehingga sesak kereta parking!).
Di Ophir-Rochor pula, ia di seberang jalan Raffles Hospital. Di tepi hospital itu ialah Stesen MRT Bugis, di sebelah mall Bugis Junction).
Ahem, PM Najib kan orang Bugis?

Tak ramai orang muda Singapork tahu, tapi di tanah kosong Ophir-Rochor ini dulu ada sebuah masjid tua! Lupa namanya.
Dah lebih 15 tahun, jika tak salah, tanah situ diambilalih dan rumah kedai dan masjid semua dirobohkan dan tanah dikosongkan.
Tanah Ophir-Rochor ini juga hanya kira-kira 300m dari masjid terbesar dan paling bersejarah sini, Masjid Sultan.

berita utama tv3 malam ini ada mention tribunal untuk settle development charge issue.
Aku rasa perkara ni pelik. kenapa issue tu tak dirundingkan lebih awal? kenapa perlu pergi tribunal pulak?

awak tahu kah bahawa sebenarnya Republik Lee Kuan Yew ini terbagi dua yaitu Singapura barat dan timur di sebabkan oleh Tanah KTM ni.
lebih kurang macam malaysia barat dan timur dulu lah.
Tanah KTM milik Malaysia ini mengunjur dari woodland sampai ke tanjung pagar @ kawasan LKY.
Perjanjian zaman british ini termaktub selama 999 tahun. lama tu. Pasal air nak ikut harga dalam perjanjian, tapi pasal tanah KTM mereng ke tepi jalan pulak.
Media Republik LKY kena lah cakap lawar manakala media Msia pun nak cover kesilapan sebelum ini - buat pre agreement tanpa check bahawa temasek nak charge SGD 1billion + untuk bangunkan tapak ganti.
Kalau dah swap tanah, apa lah nak kena charge lagi. walhal tanah kat celah mana Republik LKY ni tetap mahal waimah termasuk tanah kubur.
Kalau tak, kenapa Republik LKY sanggup import pasir sebab nak tambak tanahnya.

After series of ‘not-so-right’ overseas ventures encountered by our GLC, it is natural for men-on-the-street to have the following ‘reservations’ on recently announced Tanjung Pagar ‘propositions’:-
1) Control & Stewardship
a) Composition of the board of the proposed joint venture company (JVC). How size and composition of the board be determined?
b) Power of the board – what are the powers the board going to have?
c) Check & balance – to whom the board will report to and how frequent?
d) Oversight – who will monitor and ‘discipline’ the board?
2) Management
a) Does the board have the power to appoint key management positions such as CEO and CFO? If not, who make the decision?
b) Will there be an explicit policy in recruiting talent for key management positions?
c) Will there be an explicit policy in hiring consultants to support and/or complement management?
3) Human Capital
a) Will there be an explicit policy in recruiting talents?
b) Will there be measures in place to ensure Malaysian talents benefited and equally treated (immigration policy, contribution to employees fund etc) in this venture? If yes, what are the measures?
4) Financing
a) How does the JVC finance its venture?
b) Will there be an explicit policy in sourcing financing?
c) Will there be measures in place to ensure Malaysian capital market benefited and equally treated (issuance of debt etc) in this venture? If yes, what are the measures?
d) Does the government or its institution have any plan to issue forms of guarantee to assist JVC secure financing? If yes, why and what is the arrangement like?
5) Procurement
a) Will there be an explicit procurement policy?
b) Will there be measures in place to ensure Malaysian contractors, suppliers, manufactures etc benefited and equally treated (technical barriers to trade and services) in this venture? If yes, what are the measures?
6) Crowding out effect
a) Apart from the said propositions, the government has a number of property and regional development plans in the pipeline such as Iskandar Malaysia, various corridors, Sungai Buloh and Sungai Besi. All of them need 1 to 5 above.
b) Is there priority in place?
c) What are the measures in place to mitigate crowding out effect if any?

7) Likely competition to Iskandar Malaysia and Johor Bahru?
a) What is the current and supply of property market in Iskandar Malaysia and Johor Bahru?
b) What are the measures in place to mitigate property glut in Iskandar Malaysia and Johor Bahru if any?
8) Land Swap
a) What is the status of the land to be swapped in Marina South and Mount Ophir? If it is leasehold, what is the tenure like?
b) What will happen if the valuation done by both sides is not consistent?
9) Recurring Income or One Off Gain?
a) Try to pick a few Annual Reports of listed companies on our local bourse. Chances are they are pursuing recurring income strategy to mitigate effect of scarcity of strategic land bank. In other words, not all property projects are for sale. The more strategic one are kept for rent. A famous tycoon once said “…land…they don’t make it again…” Having said that, how much recurring income is expected from this venture, if any?
10) Proposed Mass Rapid Transit (MRT)
a) Does the government have any plan to take advantage of the proposed MRT (connectivity in greater Johor Bahru)?
b)What about SATS Terminal in Senai? How does it fit in this proposition?
11)Corporate Social Responsibility (CSR)
a)It is common for corporate world to ‘engage’ in CSR these days. In fairness to our ‘neighbor-partner’, the JVC can’t neglect its responsibilities to the many communities where it operates in. Will the JVC has an explicit CSR Policy? How far and wide will it goes in this respect?
12)Audit, Internal Control and Risk Management?
a) What are the principal risks anticipate in this venture?
b) What are the measures in place to mitigate those risks?
